In 2004, Great Bay Hydro Corporation acquired four generating facilities in Vermont, including the West Charleston Hydro plant which had been out of operation and abandoned for a number of years. The West Charleston plant was built in the early 1900s and is located on the Clyde River in the town of Charleston, Vermont.

In 2010, as part of the re-permitting process and in order to meet current water quality requirements, Great Bay opted to build a new plant at the base of the dam rather than to rehabilitate the existing powerhouse.

Construction of the new plant started in the Fall of 2010 and CHC provided a 1250 mm axial flow Kaplan turbine with a synchronous generator. The new equipment was put in operation in April 2011 and the plant was ceremoniously commissioned in July 2011.
